A new Quinnipiac Poll has the Presidential contest tied in Pennsylvania 47%-47%. The undecideds would seem to favor President Bush.

“Based on their internal polling over the past few days, Bush campaign now believes they have a “strong chance” of winning Pennsylvania. This was not the case a week ago. But a Bush strategist on the ground in PA today says the GOP ground game is stronger-than-expected. This strategist reported that voters are getting multiple live and recorded phone calls; the phone call from Mayor Rudy Guiliani is especially effective.”
